To the Public and Law Enforcement Community,

Beginning January 1, 2025, the United States Investigative Services (USIS), established in 1899, will undergo a strategic restructuring to enhance operational efficiency and address evolving security needs. This reorganization will result in two distinct entities, each dedicated to specialized areas of public safety:

1. United States Investigative Service (USIS)The original agency will retain its name (now singularized as United States Investigative Service) and continue its core missions:
Investigative operations (federal, state, and local collaboration).
Plainclothes protection services for high-profile individuals and critical infrastructure.
Internal affairs investigations within law enforcement agencies.

2. United States Special Police (USSP)A new, uniformed division will be established to manage specialized policing functions, including:
K9 operations (detection, search and rescue, tactical support).
Training programs for federal and local law enforcement.
Drone and anti-drone operations (surveillance, countermeasures).
Speed enforcement and traffic safety initiatives.
Weapon selection and standardization for duty personnel.
Jurisdictional AuthorizationsThe USSP will commence operations in the following regions:
States: Alaska, Arizona, California, Colorado, Florida, Louisiana, Maryland, Montana, New Mexico, North Carolina, North Dakota, Oregon, Pennsylvania, South Carolina, South Dakota, Texas, Utah, Virginia, West Virginia, Wyoming.

Territories/Federal District: District of Columbia (D.C.), Puerto Rico.

Additional jurisdictions will be announced in phases as resources and partnerships expand.

Rationale for Restructuring This decision, driven by current operational demands and emerging threats, aims to streamline expertise and improve responsiveness. By dividing responsibilities, both entities will optimize their focus on critical areas of public safety.
Commitment to Excellence Both the USIS and USSP remain steadfast in their commitment to safeguarding communities and upholding justice. Collaboration with local, state, and federal partners will continue to be a cornerstone of our mission.

We appreciate the public’s trust and support as we embark on this transformative step to better serve the nation.
